Add functionality to select/group students by Assessment

Desired end state: users will be able to select by Assessment (without selecting a Grade level first).

Current state: users must first select Grade level, then select Assessment.


Action: SB to investigate and estimate level of effort (LOE), impact, and duration to launch.
