Separate Visibility for Subscores at Individual and Aggregate Levels

Update SRS so that subscores (e.g., claims) can be reported independently at aggregate or individual levels.
For example:

Claim levels visible at student level but not aggregate at school/district level
Claim level aggregates visible at school/district level, but not individually

Please revise this issue as follows:

Subscores at Individual and Aggregate Levels
Update SRS so that subscores (e.g., individual claims and composite claims) can be reported independently at aggregate or individual levels.
For example:
- Starting with the 23–24 administration, users will be able access aggregate results for each of the individual claims for ELA and math for student groups of 30 or more
- Individual claim results for individual students are available only for years in which the full form blueprint was used by CA (i.e., 18–19 and earlier)
- Starting with the 23–24 administration, users will be able to access aggregate results of each of the composite claims for ELA and math for all student groups of any size
- Starting with the 23–24 administration, users will be able to access composite claim results for individual students
