Create a Role/Permission to View Aggregate Reports Only

Current: The PII role allows users to access both individual and aggregate reports. Request: Create a role (or update Custom Aggregate Reporter) to allow school, district, or state users access ONLY to aggregate data (no individual data).

Allow users to have multiple roles with the one user account
