Allow users to have multiple roles with the one user account

Update RDW roles and permissions and adjacent systems to allow users to have mulitiple roles for a tenant with the same user account id. The user interface would allow the user to toggle between each role on the home page.

This does not affect users who have the same role across different institutions/districts.

    (BL) - This is already the case for at least some users. State reps can have CalTAC roles within the same year(s) and LEA coordinators can have LEA CAASPP and LEA ELPAC coordinator roles and these already toggle on the TOMS landing page. I guess we'll need to discuss what other multiple roles might be needed/desired.
