Increase Data Availability for Individual Student Reports

Current: Only individual student data is available for Individual Student Reports. Because aggregate reports are dynamically calculated and in a separate database, it is difficult to merge two different sources into one report.

Request: investigate the feasibility to include state and district aggregate data as part of an individual student report for comparison purposes.
