To support different information needs by different stakeholders, create different versions of the ISR with slightly different presentation of information. Maybe, to start, create an educator-focused ISR and a parent-focused ISR. The parent-focused ISR, for example, might include a student's scale score but not the SEM for that score. There would be an ability within the Create Report feature where users could select which version of ISR they want to print.
