Create Customized Groups from Student Results Page

Improve Student Group creation to allow Administrators to create a customized student group from the student results page.

User Story: Add the ability to create smaller cohorts of student data according to school structure outside of customized student groups.

User Story: A school admin would like to create a group outside of the My Groups function.

Note: May be included in Student Group Management Phase 7 Enhancement
