CERS: Consistent Student Order for CSV Export File

Current state: Sort order is consistent with UI (what user sees) with the exception of interim assessments when navigation path is from HomePage to Student Groups.

Desired state: Sort order is always consistent, regardless of navigation path or assessment, e.g., order is aligned with UI (what user sees) or by student last name.
