CERS Student Level Distribution Label subject customization beyond "Claim" or "Domain".

Update CERS subject definition files for SY 23-24 to allow text in addition to "Claim" or "Domain". Current tenant configuration element is: Student {{scoreName}} Level Distribution. The word "Claim" or "Domain" is configurable by subject. In addition, CDE will review the tenant text "Student Level Distribution".
