Embargo Functionality for State Aggregate Data

Current: State-level aggregate data is the sum of released district data for a subject. State aggregates can be suppressed only for all summative assessments and by all years.

Request: Update the Test Results Availability feature to include a separate embargo for the overall state aggregate roll-up for summative assessments by subject and year.
