Update Item Information to include links to Smarter Balanced Resources

Update the item information tab of item-level data in interims so that links to other SB applications are supported.

Examples, Content Explorer, smART, IAIP, etc.

Couldn't the links to these resources be added behind the Instructional Resources bitton that is already in CERS? (BL)
